The Defence Industries Corporation of Nigeria (DICON) and Oida Energy Limited have signed a landmark Memorandum of Understanding (MoU) to establish the country’s first in-country oilfield shaped charge manufacturing facility, Naija Enquirer reports.

The MoU, signed at the Armed Forces Officers’ Mess & Suites, Abuja, marks a strategic collaboration between Nigeria’s defence industry and private sector operators in tackling key challenges in the petroleum sector.

Boosting Local Content and Security

Director General of DICON, Major General Babatunde Ibrahim Alaya, described the deal as “a decisive move towards building indigenous capacity in sensitive and strategic technologies.”

He noted that the facility will produce safe, reliable, and locally manufactured shaped charges for upstream petroleum operations while creating jobs, driving technology transfer, and conserving foreign exchange.

Until now, most specialized oilfield explosive equipment were imported at high costs, straining Nigeria’s reserves. The new facility aims to reverse that trend, reinforcing both energy security and industrial growth, Naija Enquirer gathered.

Collaboration Across Sectors

The signing ceremony was attended by representatives of the Nigerian Upstream Petroleum Regulatory Commission (NUPRC), the Office of the National Security Adviser (ONSA), and senior officials of both DICON and Oida Energy.

The Nigerian Content Development and Monitoring Board (NCDMB) facilitated the partnership, ensuring alignment with Nigeria’s local content policy and industrialization agenda. The agency was praised for its enabling role in fostering collaboration between the public and private sectors.

Commitments from Partners

Managing Director of Oida Energy, Engr. Emeka Ene, reaffirmed the company’s dedication to providing “world-class local manufacturing solutions that will strengthen Nigeria’s energy and security value chains.”

Both parties commended the Minister of State for Petroleum Resources (Oil), Senator Heineken Lokpobiri, for his leadership and policy support in enabling the milestone agreement, Naija Enquirer learnt.
