The Nigerian Content Development and Monitoring Board (NCDMB) and the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) have been confirmed as key partners in the upcoming Sub Saharan Africa International Petroleum Exhibition and Conference (SAIPEC).

The agencies are expected to provide insights and lead critical conversations on fiscal frameworks and transformation initiatives that are unlocking fresh investment opportunities in Nigeria’s oil and gas industry.

This follows confirmation by event organisers of speakers for the 10th anniversary edition of SAIPEC, which will bring together senior policymakers, regulators and National Oil Company (NOC) executives from across the African continent.

Many of the confirmed speakers have participated in SAIPEC since its inception, contributing to its evolution from a regional conference into Africa’s leading oil, gas and energy platform.

The first set of confirmed speakers includes Engr. Felix Ogbe Omatsola, Executive Secretary of NCDMB; Engr. Oritsemeyiwa Eyesan, Commission Chief Executive of NUPRC; Dr Emeafa Hardcastle, Acting CEO of the Petroleum Commission Ghana; Hon. Dr Eng. Caleb Makwiranzou, Deputy Minister for Mines and Mining Development and representative of the Zimbabwe Energy Regulatory Authority (ZERA); and Foday Mansaray, Director General of the Petroleum Directorate of Sierra Leone.

Other confirmed speakers are Dr Ernest Rubondo, Executive Director of the Petroleum Authority of Uganda; Dr Amadou Hassane, former General Director of Hydrocarbons at Niger Republic’s Ministry of Petroleum; Baboucarr Njie, Managing Director of the Gambia National Petroleum Corporation; Proscovia Nabbanja, CEO of the Uganda National Oil Company; Fabian M. Lai, President and CEO of the National Oil Company of Liberia; Engr. Wole Ogunsanya, CEO of Geoplex Limited and Chairman of the Petroleum Technology Association of Nigeria (PETAN); Kwaku Boateng, Director of Economics and Local Content at the Petroleum Commission Ghana; and Jean Michel Akossi, Director of Local Content at Côte d’Ivoire’s Directorate of Local Content.

Collectively, the speakers represent institutions and markets that have maintained consistent engagement with SAIPEC over the past decade, reinforcing the event’s role as a trusted platform for policy dialogue, regional collaboration and investment promotion.

SAIPEC 2026 will hold from February 10 to 12, 2026, in Lagos, marking ten years since the launch of the conference.

The event is hosted by PETAN in strategic partnership with NCDMB, NNPC Limited, NUPRC and AOS Orwell, and will convene regulators, NOCs, operators, investors and service providers from Africa and beyond.

A major focus of the anniversary edition will be Nigeria’s ongoing oil licensing round, with dedicated sessions providing regulatory updates, acreage opportunities and investment insights.

These sessions will be complemented by country spotlight discussions highlighting upstream, gas and infrastructure opportunities across key African energy markets.

Beyond the conference programme, SAIPEC will feature extensive networking opportunities, including curated business meetings, executive receptions and industry engagements aimed at facilitating partnerships and deal-making.

The international exhibition, one of the largest in Sub-Saharan Africa, is expected to host over 150 exhibitors showcasing technologies, services and solutions across exploration, production, engineering, digitalisation and the energy transition.
