The World Bank Group has partnered with the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) to boost Nigeria’s decarbonisation efforts by helping oil and gas operators reduce methane emissions through enhanced monitoring and management systems.

The World Bank Group has announced a strategic collaboration with the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) to strengthen Nigeria’s ongoing decarbonisation efforts within the upstream oil and gas sector.

The partnership is focused on helping operators reduce methane emissions through improved capacity in abatement and emissions management a critical step in addressing the environmental impact of oil production and promoting sustainable energy practices.

This was revealed during a three-day Measurement, Monitoring, Reporting, and Verification (MMRV) Capacity Building Programme jointly organised by the NUPRC and the World Bank Group in Abuja.

The event brought together over 70 participants, including representatives from the Nigerian National Petroleum Company Limited (NNPCL), international oil companies, indigenous operators, and independent producers. The goal was to enhance Nigeria’s technical and regulatory framework for effective emissions monitoring and management.

“Methane emissions account for a significant share of Nigeria’s upstream greenhouse gas footprint, mainly from flaring, venting, and fugitive sources,” said Engr. Enorense Amadasu, Executive Commissioner, Development and Production, who represented the Commission Chief Executive, Engr. Gbenga Komolafe.

Speaking further, Engr. Joseph Ogunsola, Director of Energy Sustainability and Carbon Management at NUPRC, reaffirmed the Commission’s commitment to aligning Nigeria’s petroleum operations with international best practices in emissions management and carbon monetisation.

“The Commission is building robust systems to ensure that operators adopt credible and verifiable emissions data reporting, in line with international climate accountability frameworks,” Ogunsola stated.

He added that the partnership with the World Bank and other global institutions represents a major step toward positioning Nigeria’s oil and gas industry as a competitive player in the global energy transition landscape.

The initiative underscores the NUPRC’s broader mandate to promote environmental sustainability in upstream petroleum activities, in line with Nigeria’s net-zero emission goals and its commitment under the Paris Agreement.
