The Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) has stepped up regulatory oversight of gas and liquid petroleum retail outlets, warning operators to strictly comply with the Petroleum Industry Act (PIA) and adhere to health, safety, security, and environmental (HSSE) standards.

The directive was reinforced during a stakeholders’ engagement session held at the NMDPRA Abuja, Jabi Annex, where regulators and industry players reviewed operational standards across filling stations and gas retail facilities.

Non-Negotiable Compliance Under PIA

Speaking at the meeting, the Regional Coordinator of NMDPRA North-Central, Hajiya Maijiddah Abdulkadir, emphasized that compliance with statutory requirements is non-negotiable.

“Operators must adhere to the provisions of the Petroleum Industry Act, maintain operational integrity of retail infrastructure, and strictly observe HSSE standards,” Abdulkadir said.

Focus Areas for Oversight

During the engagement, discussions covered critical operational standards, including:

  • Accurate pump calibration to ensure proper fuel measurement.
  • LPG dispensing protocols and safe handling procedures.
  • Storage tank integrity testing and maintenance.
  • Fire safety systems and emergency preparedness.
  • Environmental protection measures.
  • Enforcement of approved operating licences.

Stakeholders, including marketers, station operators, and gas retailers, raised concerns about inspection procedures, regulatory bottlenecks, and the need for continuous technical training to improve compliance levels.

Strengthening Consumer Protection and Public Safety

The Authority reiterated that accurate fuel measurement and safe LPG handling remain central to protecting consumers and ensuring public safety, particularly amid rising fuel and cooking gas demand in Nigeria.

The forum also served as a strategic platform to align operators with evolving regulatory expectations while reinforcing oversight mechanisms across the retail value chain.
